These states in India are paying up to ₹15 extra on petrol compared to other states

The central government recently reduced the prices of petrol by reducing the central excise by ₹8. This, the government claimed, would reduce the prices of petrol by up to ₹9.5 as the reduction in excise would also result in a reduction of value added tax (VAT) charged by the state governments.
Hardeep Singh Puri, the minister for petroleum and natural gas took to Twitter to ask non-BJP ruled states why their citizens are being asked to pay up to ₹15 extra per litre.
Puri asked states such as Rajasthan to reduce the VAT being charged by the state. He criticized the states for not reducing the VAT, which is resulting in a huge difference in the price of petrol among states.
For example, while the BJP-ruled Gujarat charges ₹96.49 per litre, Andhra Pradesh charges ₹112.1 per litre of petrol, which means a person pays an additional ₹15.6 in Andhra when compared to Gujarat.
